Greetings
laptop is eth0 with address 192.168.xx.100
opnsense box is ue0 with address 192.168.xx.1
have tried entering both https://192.168.xx.1 and https://opnsense.localdomain
both connections are timing out
what do I do to connect?

perhaps two routers are in play at the same time? i.e. your "normal" router, the one in use until OPN came to the scene, and both are up and running?
If yes, then your laptop is connecting first to the "normal" one and that one doesn't know how to get the packets to OPN.

first cable from the optical convertor goes to a switch
cable to router a (most of my stuff)
cable to opnsense system (call it router b)
laptop is connected directly to router b
can ping (from the laptop) router b (opnsense box) with a nice low time

Sounds like they're both in play though. The Switch is just passing packets, no routing done there.
Assuming from your description that each cable to each router is coming from the same switch.
