Title: NAT/Firewall Rules are not always created

After the Update 23.7 the NAT Rules are not working correctly. I created A HTTP NAT rule an it is working after that I copied the NAT rule to HTTPS and the rule is created but the firewall rule not. I had to create a firewall rule HTTPS manually.
