Title: Force opnsense to use local configuration

Hello Folks,

Ive run into a use case where we have to force opnsense to use our own radius configuration files without overwriting them from the (very limited) settings in the WebGui.
Ive read and understood that this standard behaviour is done so there is consistency but i have to disable this mechanism. The question is just how.

Don't install the plugin. Just install freeradius3 package?

We ended up moving the radius service to a different machine which is probably the cleanest solution here.
