I backed up my Opnsense config and included RRD data. Then, on different hardware, I installed Opnsense and did a Restore. However, the "restore" didn't include:
- Suricata setup and it's rules
- plugins (Adguard Home and it's settings, ETpro Telemetry and it's selected lists) and their settings.
Am I missing something? I would have expected the restored configuration to be identical to the original.

You have to manually install the needed plugins before restoring the backup config. The config restore doesn't install plugins.
Additionally, not every plugin's config can be restored by config-backup, e.g. adguard will not.
