Title: Can dhcpd deny duplicate hostnames?

So I have some misbehaving devices.  They keep changing their hostname (long story, but is out of my control).  As a result we are ending up with multiple duplicate hostnames that dhcp is leasing out.

Is there a way to let the first hostname get an IP from dhcpd, but any other devices that try to use the same hostname get denied?  I do not have a complete list of hostnames that "could" have duplicates, so I figure if dhcpd simply doesn't give out IPs for those devices, the duplicate devices will go offline and that problem will solve itself. 

i.e. It won't be my problem anymore and the actual person responsible for the problem will then have to do something about it.

I looked through the dhcpd.conf and did some other google searching, but I don't think this is possible.  I'm hoping I'm wrong though.
