is it possible to create a per username schedule.

from sparse info: as close as you can get is: reserve an IP for specific MAC (block all DHCP for unknown MACs) and schedule rules for this specific IP...

What are you trying to accomplish?  If possible, it may depend on services, ip, etc. Need more info.
