After updating to 21.1.3 my box runs about 8°c cooler and I don't think I've heard the system fan come on once yet.

Sounds more to me like you had a hanging process of insight/netflow before which stopped cause of reboot :)

I had rebooted loads of times to try and cure it, only after update was all good ;)
