My Apologies if this has been answered before, I have been googling for opnsense captive portal templates but it seems there very few,
the ones i found allow me to login and logout and after much testing it seems the use sometimes gets stuck on the portal page,
I need a template which will allow the users to Click "Agree to terms" and then get forwarded to an external site like www.google.com or www.ducduckgo.com etc

You can download and customize the template yourself. Just download the template zip, unzip locally, customize it to your needs (don't delete or rename files, keep variable names for forms), zip and upload again. Maybe you have to use JavaScript pop-up for ToS or insert link to them
No idea about the forward. Maybe JavaScript or just link the accept button to Google. 😉
