Installing 19.7 with a ZFS mirror

What version of FreeBSD is 19.7 based on?  As I want to do an initial install and configuration of a ZFS root mirror then use the opnsense-bootstrap process to migrate over.

I tried just using 11.3 but on the first boot after performing the bootstrap I got:

"Mounting from zfs:zroot/ROOT/default failed with error 45."

Switching to the FreeBSD 11.3 "kernel.old" lets the system boot normally so I'm assuming that using the same version of Free/HardenedBSD to setup the ZFS will solve my problem.
