reseting vpn client connections after fw change - Normal behaviour?

Hi,
is that behaviour normal when I change the a firewall rule, that all vpn connections will be killed and reestablished?

I have round about 30 rules and If i press the apply butten it takes up to 30-60sekunds until the webui response. the CPU Usage (4core xeon) is not high. RAM usage 20%.
